The Bihar Assembly elections are nearing, and millions of voters are preparing to exercise their right to vote. But if you don't have a voter ID card (EPIC), there's no need to worry. The Election Commission has clarified that even voters without a voter ID will be able to vote if they have one of the 12 alternative identity cards recognized by the Commission.

For the Bihar Assembly Election 2025, the Election Commission has announced that voters who don't have an EPIC card will be able to vote by presenting alternative identity cards such as an Aadhaar card, MNREGA job card, a bank or post office passbook, a driving license, a PAN card, or a passport.

According to the Commission, this arrangement is for the convenience of those whose names are on the voter list but, for some reason, do not have a Bihar Voter ID Card. The purpose of this move is to give as many voters as possible the opportunity to participate in the electoral process.

Bihar Assembly Election 2025 Dates

The Election Commission stated that elections for the 243 assembly seats in Bihar will be held in two phases—the first phase on November 6 and the second phase on November 11, 2025. The counting of votes will take place on November 14, 2025.

Meanwhile, under the Bihar EPIC card update 2025, it is also being ensured that new voters whose names are added to the voter list are provided with their EPIC cards within 15 days of the final publication of the list.

Bihar Voter ID Card Rules 2025: Commission Issues Important Instructions

The Election Commission has clarified that under the Representation of the People Act, 1951, and the Electoral Roll Rules, 1960, it is its responsibility to ensure the identity of every voter and prevent impersonation (voting in someone else's name). To this end, the Commission has issued instructions to all District Election Officers.

Special Arrangements for Veiled Women

The Election Commission has stated that special arrangements will be made at polling stations to maintain the dignity and privacy of veiled women (those wearing veils or burqas). Such women will be identified in the presence of female polling officers or assistants to ensure their privacy is protected.

According to a notification issued by the Bihar Election Commission, if a voter does not have a voter ID, they can vote using one of the following 12 identity cards:

  4. Ayushman Bharat or Ministry of Labor Health Card

  5. Driving License

  6. PAN Card

  7. Passport

  8. NPR Smart Card

  9. Pension Document

  10. Government Service Identity Card

  11. MP/MLA Identity Card

  12. UDID Card (Disability Identification Card)

By showing one of these documents, voters can vote without an EPIC card.
